I had rented the house at 1398 N Saddle St from Leonna Parsons (owner) and Sharon Betz (agent).After completing the joint walk-through in accordance to Arizona Revised Statutes Section 33-1321, Leona agreed that the property was clean and agreed to return the cleaning deposit.
Days later, Leona and Sharon decided to keep the security deposit because "The Realtor told me these are never refundable because there is always some maintenance after the fact." This is not the purpose to the cleaning deposit. The cleaning deposit is listed as refundable on the lease. The place was very clean when we went through the walk-through.
It is not ethical or legal to try to change the terms of the lease because she forgot to save the money.
